What does 3s and 8s mean?
A friendly sign-off between operators, meaning best regards and best wishes. Comes from old amateur radio Q-code shorthand: '73' meant 'best regards' and '88' meant 'love and kisses.' CBers shortened both into 'threes and eights' as a way to wrap up a conversation warmly without getting soppy about it.
