A triumphant, ironic way to announce that you've taken over something, a server, a group chat, a Discord, a market. The mangled grammar is the point; saying it 'correctly' kills the joke.
Origin
From the badly translated 1992 European Mega Drive port of Toaplan's shoot-'em-up Zero Wing, in which the villain CATS announces 'All your base are belong to us.' A 2000 Flash video set the line to a techno remix and it became one of the foundational memes of the early web.
