Heavily drunk. Past the merry stage, well into the swaying, slurring, can't-find-your-keys stage. One of dozens of Scottish words for drunkenness, and probably the most widely used outside Scotland too.
"He was absolutely steamin by half nine, had to get a taxi home."
Origin
From 'steaming', British slang for drunk dating to the mid-20th century, kept alive and intensified by Scottish usage.
