Monarchy is rule by one person, usually inheriting the position. Oligarchy is rule by a small group — whether a wealthy elite, a military council, a party leadership or a set of families. The words are Greek and literal: mon-archy is rule by one, olig-archy is rule by few.
The core difference
Number. Classical Greek political vocabulary divides systems by how many hold power:

Aristotle added a second axis: whether rule serves the common good or the rulers' own interest. In that scheme aristocracy is rule by the few at its best, and oligarchy is its corrupted form — which is why oligarchy still carries a negative charge that aristocracy does not.
Oligarchy is usually informal
Few states describe themselves as oligarchies. The word normally describes where power actually sits rather than what a constitution says, which is why it is applied to systems that are formally republics or democracies but effectively controlled by a small group.
The modern usage of "oligarch"
Since the 1990s the noun has been used particularly for business figures who acquired great wealth during the privatisation of formerly state-owned assets and who hold political influence alongside it. That specific sense is narrower than the political-science meaning of the system.
